The Core Civil Society Index provides a measure of how robust a nation’s civil society is. The graph depicts scores for four Arab nations with varying legacies with regard to their civil societies – Algeria, Morocco, Tunisia, and Libya. Algeria and Morocco, which had relatively developed civil societies from a regional perspective, did not experience major revolutionary events during this time, and show a stable pattern during this period. Tunisia and Libya, on the other hand, saw a major expansion of civil society strength during the Arab Spring, particularly Libya whose civil society was strongly repressed before the uprising against the Qaddafi regime.
